TIO welcomes passage of landmark telecommunications reforms

15 October 2026

The Telecommunications Industry Ombudsman (TIO) has welcomed the passage of the telecommunications enhancing consumer safeguards legislation, describing it as an important step towards stronger protections for Australian telco consumers.

The TIO has long supported a registration scheme because holding telcos to minimum standards starts with knowing who is operating in the market.

Together with increased penalties for breaches of telecommunications rules, and stronger powers for the Australian Communications and Media Authority to take action, these reforms are important measures to strengthen consumer protections and industry accountability.

Passage through the Senate of the Universal Outdoor Mobile Obligation Bill is an important step towards addressing the connectivity challenges highlighted in the TIO’s report, Left behind: Experiences of telco consumers living in regional, rural and remote Australia.

This report found poor mobile coverage and unreliable services create significant safety and productivity concerns, particularly for regional, rural and remote consumers.

Quotes attributable to Ombudsman Cynthia Gebert:

"Today is a great day for telco consumers. Phone and internet services are essential. Australians rely on them every day to stay connected, participate in work and education, manage their finances, and access critical services.”

“These reforms will help ensure providers are held accountable when they fail to meet their obligations to consumers. The new enforcement powers, stronger penalties and provider registration scheme will strengthen the regulatory framework and support greater accountability.”

“We commend the Australian Government and Minister for Communications for progressing these important reforms. These bills reflect a strong commitment to strengthening consumer protections and rebuilding trust in the telecommunications sector.”

“Consumers deserve reliable services and fair treatment when things go wrong. These reforms are an important step towards delivering that."
