The landowner objected to the activity and provided an alternative route for the installation.
The carrier submitted that the alternative route would significantly increase the project costs and result in environmental impacts.
The Ombudsman decided the landowner did not show the proposed location was particularly problematic, inconvenient or unsuitable, and the carrier was permitted to proceed with the activity.
