6. DELEGATION OF OMBUDSMAN
The
Ombudsman has the power to delegate such of his/her functions as may be
convenient for the efficient day-to-day operation of the TIO Scheme. However,
power as to the following functions may only be delegated to the Deputy
Ombudsman:
- make
binding decisions (Constitution Cl. 6.1);
- make
recommendations (Constitution Cl. 6.2);
- provide
written reasons (Constitution Cl. 6.3);
- make
findings of fact (Constitution Cl. 6.4); and
- exercise
arbitration powers (Constitution Cl. 6.5).
Subject
to those restrictions, the Ombudsman has delegated all his complaint
resolution functions to the Enquiry and Investigations Officers.
